New Employer Handbook on Leave Laws Now Available

BOLI's Technical Assistance for Employers Program now has available an all-new, 2010 edition of the premier guide to understanding state and federal employee leave laws. Employers can now purchase, for just $40, copies of the best reference manual available to owners, managers, HR professional and attorneys on the potentially complicated interplay of the increasing number of leave laws. This handy guide is written in consultation with Oregon's Civil Rights Division, the state enforcement entity for protected leave.

The 2010 Family Leave Laws Handbook details the full range of leave laws that may apply to a particular workplace: OFLA, FMLA, OMFLA, USERRA and leave for victims of domestic violence, sexual assault or stalking. The manual also describes how several leave laws might apply to a single situation and how to properly apply each when state and federal rules differ.

Meet Oregon's Labor Commissioner Brad Avakian
BOLI's mission is to protect employment rights, advance employment opportunities, and protect access to housing and public accommodations free from discrimination.

BOLI's four principal duties are to: 1) protect the rights of workers and citizens to equal, non-discriminatory treatment through the enforcement of anti-discrimination laws that apply to workplaces, housing and public accommodations; 2) encourage and enforce compliance with state laws relating to wages, hours, and terms and conditions of employment; 3) educate and train employers to understand and comply with both wage and hour and civil rights law; and 4) promote the development of a highly skilled, competitive workforce in Oregon through apprenticeship programs and through partnerships with government, labor, business, and educational institutions.
Boards and Advisory Committees
BOLI and Commissioner Avakian oversee several critical committees dealing with workforce development, civil rights, and prevailing wage rate law.

The Oregon State Apprenticeship and Training Council manages apprenticeship committees, programs, and policies and to approve apprenticeship committee members.
The Prevailing Wage Advisory Committee works to advise the Commissioner on issues related to the application of prevailing wage rate law.
The Expression of Milk in the Workplace Advisory Committee advises the Commissioner on issues related to the application of the expression of breast milk in the workplace law.

The Wage and Hour Division (WHD) defends Oregonians' rights in the workplace, enforcing laws related to minimum wage, overtime, terms and conditions of employment and prevailing wage rates on public works projects. Apprenticeship and Training
Apprenticeship is occupational skill training that combines on-the-job experience with classroom instruction. A partnership of employers, workers, the State of Oregon, and a variety of schools and community colleges, apprenticeship trains workers to meet industry standards for a given occupation.
